Uncaring cat owners (long, sorry)

In the summer when I had the door open all day, 2 cats started coming in and finishing off my cats food (I have 3). They seemed to be out all day and night and I started to think they had been abandoned, took to vets to see if they were chipped which they were but still showed as being owned by CPL. Long story short we decided to keep them but one day one of them appeared with a collar, I put a note on the collar and the owner contacted me, he lived just round the corner.

He seemed ok and I said I would stop feeding them and hoped they would stop coming round but of course they didnt. Now, one of these cats is ok and has made himself at home here but the other one is very aggresive, especially to one of my cats who hates him. This cat sits in my garden all day, attacking any of my cats if they venture outside.

Now its winter and this poor cat sits outside, soaking wet, miaowing to be let in but I know if I do he will attack my cats. I know I should speak to the owner but he's hardly ever in. I feel like reporting him but he will know it was me and I doubt the RSPCA would do anything anyway.

It makes me so cross that people can be so uncaring towards their pets and it upsets me to see this cat suffering, I feel like pulling the curtains so I cant see him.

I also don't think the RSPCA would do anything. However if they came from the CPL they will almost certainly have been homed using a contract which says that the CPL can reclaim if they have reason to believe they aren't being adequately cared for. Our rescue has a clause like that so I imagine they will too.

I would speak to CPL in the first instance and see what they advise. I would also try to make some sort of shelter in my garden for the other poor cat if at all possible while it is being sorted out/if it can't be sorted out.

Thank you for the reply, I never thought of contacting CPL although the lady there was very helpful when trying to find his owners, I will call her tomorrow.

The cat does sometimes sit under our bbq which has a cover, also we have an outside cupboard with an old duvet in, he may go in there at night. He is getting very thin too, I do sometimes put food outside for him as I think his owner thinks we are still feeding him.

I might put a note through his door.

Please don't assume the owner is uncaring.

Ex-neighbours of ours had cats that were outside day and night. They had a cat flap and the option to be inside, but had some objection to being inside their own house. They would go in to eat, then scarper and eventually took up residence in our garden and, later, our house.

Before we knew our neighbours, we assumed the cats weren't being fed or cared for. Our neighbours later became good friends and we saw with our own eyes that this wasn't the case. There was always food laid out for them. The cats just didn't like their own house/owners for whatever reason. Or preferred us.

Could be the case Christmas, they also have another cat that I have seen occasionally but he doesn't hang around in our garden so maybe they have indeed got a cat flap.

He said that the one that has seemingly moved in with us also did this where they lived before, "he moved in with the mad cat lady" I guess thats what he calls me now!
