Next door neighbour doesn’t let her dogs out!

So our next door neighbour has 2 dogs, a basset hound and a boxer. We have recently found out that she doesn’t actually let them out in the garden anymore and they are going to the toilet (number 1s and 2s) in the house. You can smell the house every time the windows or doors are open and it’s actually horrific. What can we do? I feel awful for the dogs but she is very unapproachable.

Social services as I'd worry about the owners ability to look after herself.
Also the rspca as they do tend to respond to cases like these

Have you actually seen the neighbour recently or are they maybe dead/eaten by the dogs/abandoned the property?

Welfare check by the police might be a good starting point?

Definitely RSPCA - dogs being kept indoors like this is alarming and completely cruel, especially as their urine and feces will be in the house .

They definitely should investigate , have seen videos where they film in these circumstances and it’s pretty grim.

Those poor dogs must be in a terrible state living there. ( Never mind the woman who can’t be mentally or physically well).

Social services. The RSPCA will follow. Your neighbours welfare is the priority here.

I wouldn't bother asking for a welfare check. We used to ask for them occasionally at work but 2 different Police Forces have recently told us that they no longer do them.

Maybe different in Scotland as we can still request them, came in handy last year when my recluse neighbour was found dead, we asked for a welfare check due to the smell....

Oh that's awful. Well done for reporting it and asking for the check.

I always think of poor Laura Winham who was dead for 4 years before being found.

We recently asked for a welfare check when a colleague didn't attend work and was uncontactable. Police could not have been less interested. He was found at the bottom of the stairs with spinal injuries.
