Rash - advice needed

My 3yo old dog, mix of toy poodle and terrier keeps getting rash very frequently. The vets are not very helpful, they keep prescribing Apoquel despite me saying I can't see any improvements and he gets the rash whilst already on it. This rash comes and goes without any obvious triggers. The vets tell me they can't do anything else apart from Apoquel or they could offer a blood test that needs to be sent to the US if I am willing to pay £600! Needles to say I am looking for a new practice.

The dog keeps scratching and licking, which what I believe gives him rash/redness.

The dog is on milbevet wormer and advocate spot on for fleas.

In terms of diet was on wet & dry royal canning but since last week I put him on purina vet gastro diet to see if this is due to the digestive system by any chance. Also for the last 6 weeks been getting yumove digestive care tablets.

Is there anything else I could try to do before I manage to sort out a different vet practice? Currently all in the area have only waiting lists. I use dogs antiseptic to prevent infection at the moment but clearly more actions are required here.

My rainbow boy used to suffer with his skin. I would wash him in hibiscrub, worked for him. Also would put some sort of soothing cream like savlon on it.
Hope the new vet is more proactive, it does look sore poor thing.

What about a hypoallergenic diet?

Our JRT was very prone to rashes and would scratch and chew. She ended up on a lifelong low dose of Piriton which was cheap and effective.
