Dodgy dogs in park

I'm not a dog owner so looking for advice. I go running in my local park most days, lots of dog walkers there, almost all placid dogs, I always walk when I'm going past them and generally give a friendly hello, no problems.
Yesterday I was running and a dog approached so I started to walk. The dog- a dark grey medium sized pitbull type (I'm not an expert on breeds) ran at me barking aggressively. I stopped and to be frank was really scared that I was going to be attacked. The owner who was a long way behind walked up and just said, 'sorry, he's very nervous,' and walked past. I just huffed but wanted to tell him that his dog should be on a lead, if I was a young kid running along the path I would have been terrified.
Later I saw the same dog barking aggressively at another dog. If your dog behaves like this surely it should be on a lead and not intimidating people/other dogs?

Yes, if a dog is nervous it should be on a lead, not a retractable one either, it should be on a rope/chain lead on a harness not free to roam.
