Dog peeing in house but not in pen

My puppy is 22 weeks old. West highland terrier. He doesn’t pee in his pen, only goes outside (his pen is attached to outdoor roof terrace and the door is open so he can go outside), but if you let him out to the living room he pees! He treats it as being outdoors though balcony is still open for him to go if you see what I mean. How do I stop this? We are gona quit the pen.

I have a 20 week old westie! I think the issue might be trusting them to take themselves out when they need. We had a week accident free and I started leaving the door open thinking he'd take himself out to go but he just started going outside to mess around then coming back inside to pee so I stopped doing that and physically go out with him when he's due to go. Also use an app called puppy potty log to keep track which really helped.

It doesn't sound like you've actually toiled trained him.

Stop giving him free access to the balcony - you need to physically go with him to take him to the toilet every half an hour or so, as well as every time he's eaten, had a drink, played or woken up from a nap.

Also, if he shows any signs of needing to go (squatting, circling, sniffing) then you need to take him out then too.

Ignore all accidents and clean them up with pet enzyme spray. If you do catch him mid pee and can carry him out to "finish" in the right place that's often helps to make the connection.

Lots of praise and a treat for doing it right, nothing for getting it wrong.
