Dogs in van overnight

Looking for some advice. We live next to someone who rescues dogs from another country. Previously we have always slept at the back of our house so we have been unaware of the noise. We have recently moved to the bedroom positioned at the front of our house and now realise that multiple dogs are often kept in a van overnight outside our house, the barking and whining during the night is unbearable. For context we have moved rooms as we are preparing the other one to be a nursery, as we are expecting our first baby. Does any one know if dogs should be kept in a van overnight? I don’t know if this qualifies as a business and would have regulations surrounding the process? If he is rescuing dogs in need, I really don’t want to interfere. But cannot believe that they think this is acceptable. Thanks in advance.

You'll probably do better contacting your local council, as they deal with noise abatement and any relevant licensing of premises.

I very much doubt the police would do a damned thing.

Contact the council and dog warden. I would also record the noise and keep a record of dates and times .How awful for the dogs I wonder if head office know this happens

Have you spoken with your neighbor? Maybe if he knew that the dogs were causing a disturbance (or that someone was aware of what he is doing), he would stop using his van as a kennel. It's nice he wants to rescue dogs but it sounds like he is in over his head, and if the dogs are being abused, you could be the one to get them help.

If this is what he calls rescuing dogs, then what is he rescuing them from ? Neglecting them in unacceptable circumstances (and leaving them for hours cooped up in a van with no access to the outside / toiletting etc is abuse) is not a rescue - it is animal cruelty.
