Hmm I think it's complicated

It's a bit like kids and potty training, is it when they are dry at night, still carrying potties etc? The accidents just slowly end.

There is no clear definition in my opinion
For me it's a 3 stage process

  1. you control their toileting, letting them out for the toilet really regularly, and using timing to their advantage. At this stage if your "on it" there will be potentially no accidents indoors but I wouldn't class that as toilet trained
  2. when they are learning to hold it. This might start when they can barely hold it for you to find shoes to take them out, for them to be able to wait for you to come home
  3. actually toilet trained. This is when they are reliably indicating they need the toilet, and are reliably able to wait if you can't attend to it immediately. I'd expect to be able to leave them for a few hours in somewhere unfamiliar and for it to be okay, and you no longer have to watch them for cues

For me, being toilet trained is when they always ask to go the toilet - day and night - in different locations.
