How can people think it is ok for their dog to charge at your dog and shout “he’s very boisterous” 🙁

It's so annoying. It's mostly male black labs ime. They are usually non-aggressive but massively oafish and their owners dgaf as long as their dog is having fun.
A friend who is very sweet but utterly ineffectual recently adopted a 60kg Malamute bitch who is nice enough but completely socially inept. I've seen her cut a swathe of chaos along our local beach while her owner looks on fondly. She got a bit offended when I did a U turn on seeing her and WhatsApped me later to ask why. I nicely explained that Diana needs to learn some manners.
Fast forward to yesterday. As they approached the beach carpark, Diana scrambled from the back seat out of her moving car through the driver's window, ploughing over her in the process and nearly causing a serious accident. Diana was rewarded with an hour's beach walk, a plate of chips and a trip to the vet to examine her scuffed pad. She will never, ever learn.

And the thing is, that if they're well trained they're among the absolute best IME. We've got quite a lot of gun dogs around here including a lot of black labs. If the owner stops to chat to someone, they just sit beautifully completely ignoring other dogs etc.

ErrolTheDragon agreed. I guess they are probably bred to be endlessly extrovert, optimistic and impervious to discomfort, plus unbothered by failure. If you were choosing dogs to plunge repeatedly into icy water after shot birds, that's what you'd be looking for.
But most of the people who own them as pets don't curb their riotousness in any way; in fact the only thing that slows most of them down is the twin scourges of obesity and chronic arthritis.
