Puppy barks at EVERYTHING

We have an adorable Cavapoo who is 9 months old. He barks at any noises he hears and at people when we leave the house. A lot of neighbours are having work done to their properties so we have lots of tradesmen around. Very seldom do we leave / return to the house without anyone outside! When we got him at 9 weeks we ourselves were having work done so we thought that would help but he has since started barking & I fear annoying the neighbours.
At home, I will sometimes out on jazz music for dogs which does seem help but he will still bark if he hears a noise above it.
When we take him for his walks he is keen to greet other dogs but if we drive s9mewhere & park up he will often bark / growl at the first people / dog we see, which I wonder if it is a protective thing of us. We say quiet firmly to him before / when he is barking & praise him when he is quiet. We stopped giving him treats as a trainer once said they quickly cotton on that if they bark they will be rewarded.
Also, sometimes he lunges at people. Today he tried to run across the road to a jogger. We keep him on a lead at all times unless we have hired an enclosed field.
Has anyone any tips? It’s driving me mad.

You need to reward silence and distraction is a good way to achieve that - scattering treats instead of handfeeding. They can't bark and snuffle for treats at the same time.

It sounds there are a few issues to unpick here and I would really recommend you get help from an IMDT qualified behaviourist. Your insurance should cover this if you get a referral from your vet.

Your dog sounds nervous-reactive and if you do the wrong thing, you could easily make it worse.
