Advice needed re lump on dogs leg

Hi all, don’t know if anyone can help but I really need some advice/opinions!

My 11 year old pug x has had a lump on one of his forelegs since last March. Initially it was treated as an infection, but antibiotics didn’t help so this was ruled out. They then tried to take a biopsy under sedation, but this was stopped after a few minutes as he bit one of the nurses. The vet said they thought it was a hematoma, as all they managed to aspirate was blood. Since then it has got bigger - it is the size of a ping pong ball, which is a significant size on my dogs leg (he is the size of an average pug). The vets have said they don’t want to operate due to his age & breed.

I really don’t know where to go from here - he licks it all the time so I assume it is sore. It gets knocked, and the skin splits occasionally. My dog is in good health with no other conditions, and has good quality of life. I don’t know whether I’m supposed to wait until he is suffering and pts? Or should I try and find someone who would operate, and risk it? He is fully insured, but my vets make you pay upfront, do any vets take the money from insurance?

Sorry if it’s long and rambling, I just don’t know what to do 😥

Maybe ask for a referral to specialist.
Can sometimes get pre-authorisation before treatment so they've agreed the claim and shouldn't take as long to process payment. I've never had to pay upfront apart from excess but I'm insured with Petplan.
