Lucy's Law and police inaction

A friend recently tried to report someone known to be selling puppies he's not bred. It's at least the 2nd litter this person has sold recently.
The police said it was nothing to do with them and suggested contacting the RSPCA. They said they deal with welfare issues only. How can it not be a police issue? Surely Lucy's law makes this a criminal matter? Any ideas what should happen now?

Sadly, the law seems to care very little for animal welfare. It's all words and no action, in my experience.

Lucy’s Law only applies to licenced sellers I think, not private individuals. There’s a bit of a grey area. This would be an issue for trading standards, not the police or RSPCA.

Lucy's Law is policed by trading standards - same as any other sale of goods.
