Are dogs allowed in flats(buying not renting). Small pug dog. I wonder if it will be hard to find somewhere?

Lots of leases (in purpose built flats] will have a no pets policy. For small indoor pets this isn’t likely to be enforced but if someone were to complain then it could be.

Possibly less likely in a small conversion though.

Some exclude, but others don't.

But they will probably charge a larger deposit (against damages/cleaning)

You can search on real estate websites, and check the box where it indicates pets allowed. But there aren’t many, unfortunately.

XelaM that’s simply not true. It’s very common for the leasehold rules to stipulate no pets. Mine did at my old flat.

That's not strictly true - many blocks of flats stipulate no pets - even if you own your flat, you don't own the communal areas.

As you're buying, so long as you go for a flat that's share of freehold and not leasehold, you'll be fine.

I'd be targeting my search at garden flats in converted houses.

Even with share of freehold you will have a lease which you will have to abide by. The only difference is that you will part own the freeholder entity but that doesn’t give you the right to ignore provisions of the lease. The other shareholders of the freehold would have to agree to either amend the lease or overlook it.
