Dog over excited by people

After a bit of advice if anyone can help. 18 week old toy poodle. Lovely clever boy, doing well with basic commands, toilet training sleeping etc. Lead walking is .. ok. Pulls a bit but we are working on this. The one big issue we have is he gets so excited when we see anyone whilst out on a walk, he pulls and yelps and squeals and sometimes even somersaults to get to people. Doesn't listen to me at all or respond to treats.
It doesn't help that most people we encounter think he's adorable and want to come over for a fuss- he thinks (knows) everyone loves him. We have the same issue when anyone comes to house, which admittedly is few and far between at the moment which I think is part of the problem.
The strange thing is once he gets to the person, he loses interest after 60 seconds and seems to forget all about them! If I stop to have a chat with someone he will literally lie on the ground a minute after he has ' got to them' and do a bored whine like he wants to move on 😕
I know that a lack of socialisation has caused this, I'm just not sure how we deal with this from here. It may just be normal puppy excitedness which he will grow out of? Any insight or advice would be greatly appreciated.

Don't let him approach while he's hyper and over excited - all it does is teach him that that's the right way to get attention.

Tell people (yes, even strangers) that they're to turn their backs and ignore him until he has four paws on the floor. If he starts jumping again, they need to turn their backs again and ignore him.

Giving him fuss and attention only rewards his behaviour - it's a really hard battle as you essentially need to control other people as well as your dog! Mine is three and still jumps sometimes because those people have fussed him or given him biscuits for it in the past Hmm

yes ours is like this too. We have been working really hard at people not stroking until he's sat on the floor. You need to start at home with visitors and everyone who lives in your house, including kids if you have them.

when we walk along the pavement, he does exactly as you describe not only for people but also for dogs too. We tell people who want to stroke him that they must not until he's stopped behaving like a whirling dervish but it doesn't always work. You need to keep him on a short leash as well so even if he is somersaulting, he's doing it right by your leg not in the middle of the pavement so he knows it's not acceptable
