What can I do about a nasty dog? (Not mine)

There is a really nasty border collie that's walked off lead where I live. I see it and it's owner almost everyday on a park where I walk my dog.
It's never on a lead and every time it passes me or anyone else it growls and shows its teeth. It's attacked dogs before that I know off so I'm always extremely wary and try and give it a wide berth but the owner is very arrogant and really doesn't care. This morning was the final straw when she purposely kept throwing the dogs ball near me & my dog to get her dog to get close to us. I'm fed up of feeling in fear walking my dog. I don't think it's fair at all, it wouldn't be so far if she put it on a lead but she never does.

I've tried to report her to the council but they've said it's nothing to do with them.

Can I report to anyone else or do anything to ensure she keeps it under control?

I'm aware it's not on the dangerous dogs list but the fact it's attacked other dogs makes it dangerous surely?

Hi - the council do sound like a good idea. You could tell them that you're worried about a member of the public or child getting bitten. We live near woods on a commuting route....aggressive dogs are not uncommon....I recommend a heavy brolly......bit bonkers in this heat but handy the rest of the year!
