Puppy scared of our lovely road!

Hi all, I have a gorgeous 17 week old working cocker, the usual niggles of being a bit hyper and bitey which I was expecting. We are very lucky his house training and sleeping has been an easy dream. However I wasn’t expecting to have problems walking him! The issue is only on our lane directly from the house. It is very rural, very quiet. He is terrified of walking up the road away from the house and this carries on until we get to the woods (about 5-600m away) where he is totally fine either on or off lead and has a brilliant time racing around. When we set off he shuts down, tail between legs, very scared. If we are in a group ie all the family he is fine or even just me and DH. If I drive him somewhere we sometimes have similar problems but not always and definitely not as intense and for only a minute or two then he gets over it and loves the walk. He was well socialised, took him out and about from 8 weeks and up and down the same road from the house carrying him to see pigs/horses etc in area. Is fine in built up areas and with traffic etc. If he sees people or animals or cars in the distance he prefers this! Has anyone had the same problem and any advice? I’ve enticed with treats, picked up and carried etc, it’s been three weeks of being very patient now and I’m beginning to despair it will carry on forever or I’m doing something wrong! I’m wondering if when he was being socialised we came across something which scared him but I can’t think what and if we come across other dogs/horses etc now he is very happy and interested.
