Is it normal to put a puppy or small dog outside to bark and cry?

I know absolutely nothing about dogs so figured I'd ask here.

I think my neighbour has just got a puppy, I haven't seen it but I've heard it barking and crying.

They seem to out it outside at about 5 every night then again about 9ish. It's outside now and it's barking and crying. The houses are quite close together but I can still hear it from inside. Is this a normal thing when you get a dog? It seems a bit cruel to me.

Why does a baby cry? The puppy is doing the same.

That's a horrible thing to do, poor little puppy.

That's what I thought, it doesn't seem right.

It's stopped now thankfully, it was awful to listen to. They don't seem to put it out for hours, but it is very distressed when it's out.

My neighbours did the exact same thing. A year later and the routine and noise hasn't changed a bit. It's just worse because she's now a big dog that jumps at the door which reverberates through my house. Neighbours don't do anything with the dog other than shit her in the house or out in the garden because 'she's wild'. They can't seem to figure out that it's their own fault for not bothering with any exercise or training.

IMO it's cruel and shows that they shouldn't be dog owners. It only takes a short time of going outside when the dog does, praising weed and poos and letting the dog back in to teach them to do their business quietly. It's lazy dog ownership and shows no consideration for the neighbours who have to tolerate the noise.

What are the chances that the dog will be rehomed soon because of its terrible behaviour despite the owners taking no time to teach it what behaviour is expected?

I really don't know. They keep themselves to themselves and I don't even know their names. They're otherwise so quiet you wouldn't know they were there so it's strange that way too.

I was talking to DH about it and he thinks they're trying to toilet train it too so that's why it's happening at those times.

If it keeps up I might see if I can have a word without putting their backs up and say it's disturbing DS as his room is closest. I'm not sure it'll make a difference but it might be worth a try.

Like your husband says I'd guess they're trying to toilet train him. But 30 minutes is a long time to just leave the puppy outside on its own. They could do with just walking around the garden with him. Keep him company.
