puppy chained by neck to washing line - RSPCA not bothered

So the absolute knob 2 doors up has bought himself a new puppy - must be 10-12 weeks old, and has chained it by its neck to a long washing line. I've reported it to RSPCA before and they're not bothered. It's sat out there yelping and crying and getting tangled in the chain, and I feel so angry it makes me want to cry. Is there anyone else that does what the RSPCA are meant to do?

Can you call the council environmental health and complain about the noise it's making? I realise this isn't your core concern but it might work. To keep it quiet they'd need to make it happier it keep it inside

Does it have access to shelter? I believe if it has access to food/water and shelter these are the minimal requirements and there is little they will do if this is the case sadly.

I've left a message with a small rescue centre who will call me back. I'll update you when I know more. Hopefully the poor little love won't hurt itself in the meantime. It breaks my heart not being able to get to it and bring it in here for a cuddle. Sad

There is a little kennel but the chain seems to be getting stuck half way down the line and the chain isn't quite long enough for the puppy to be able to get in there as far as I can see. As per previous post, I can't see food and/or water, but doesn't mean it's not there.

why would someone buy a puppy and then leave it outside... It won't even have had all its jabs yet will it?

I don't know why they do it, it boggles my mind. They've always had outside dogs, this is the third one. They've got rid of an older one - God knows what happened to it. There's another dog chained up in the garden but I can't see it. It just barks periodically so I know it's alive at least!

Why on earth would you get a dog just to leave it outside all the time???

Having spent some time working with Rspca inspectors and seeing their awful workload I can see why case work trumps these welfare concerns however tragic. That said, calling through to the welfare line to flag the address helps build a profile which will aid the inspectors and call handlers prioritise their call outs.

Ok that aside - you council dig warden / animal welfare officer would be my next port of call. They can attend and issue an animal welfare improvement notice and then come back to ensure the changes have been made for these dogs.

I hate the RSPCA for what they did (or rather didn't do) for two starving and mistreated horses near us.

Your neighbours are cruel, I hope you find the strength to challenge them.

Booboo our council don't do anything at all from a dog warden perspective they refer all residents with welfare issues to RSPCA.

I have reported the situation again to RSPCA today, as suggested, it builds up a portfolio of evidence if nothing else, and I have also sought advice from another local rescue team who I'm still waiting for them to get back to me.

I've made the decision that, unless I see that the puppy is in immediate danger with the chain, I will not be going around there to challenge them unfortunately as they are extremely antisocial people (understatement of the century) who make our lives a misery as it is, and I'm not willing to risk provoking aggressive behaviour as I have my child and home to think of, and I also can't risk my career with the whole 'racist' card that was thrown at me once before - that sort of mud sticks badly in my line of work.

Sorry I can't provide much more of an update. I have kept my eye out for both dogs all day. The puppy appears to be indoors at the moment as the older dog is now chained to the line.
