If a dog is shoved outside twice a day, every single day, for at least 3 hours at a time, in all kinds of weather? This is my neighbour's dog. I can't see the dog and I don't know if it has access to water and shelter outside, but it barks and whines ALL the time it's out.

I've lived here a year and it had happened occasionally. This last couple of weeks it's been every, single day, including weekends. I'm concerned about the welfare of the dog and the lack of consideration for their neighbours with this almost constant noise. Some months ago, I got quite worried about it when it was outside so I went round to see if it was ok. I met the owner coming home and they explained that they put it out when they go out because it can be quite destructive, so I said that I can hear it barking when I'm inside so it's quite a disturbance.

However, this last couple of weeks it's got to be every day and they've been leaving it outside even when they're in. Tonight the weather has been awful - howling wind and lashing rain, and it's been out since before 6pm. They let it in just before 9pm (after dark), just as I was about to go round and ask them very nicely if they'd let it back in.

I'm aware they aren't necessarily doing anything illegal, and people treat their dogs differently, but surely this isn't ok? I have 2 dogs myself and it makes me so sad that they treat the dog this way. The noise is now becoming a nuisance as well, but a family member in the police said they wouldn't do anything about it. I'm considering reporting to the RSPCA, but I may need some perspective before I jump in, and I wonder if it would be a waste of their time. I don't think speaking to the owner again would help unfortunately.

Would you do anything and, if so, what? Poor, poor dog Sad

I wouldn't bother with the RSPCA ,start keeping a diary of the noise and report to the council .

Thak you for that. I hadn't thought of contacting the council but I've just looked it up & they do deal with persistent barking. So yes, diary and then I'll contact them.

RSPCA really won't care unless the dog has absolutely no shelter, water or food.
Dog warden?
Council and noise route?

Shame. Poor dog. It's clearly not happy.

BTW , I would also keep a diary of when you are in / out and when your own dogs bark ( even for a short time ) as it's likely the owner if faced with the noise teams may try to shift the blame and then you already have your eveidence .

It doesn't sound like the family are dealing with the dog well, no, but that doesn't mean they are doing anything illegal. I'm not sure why you think the RSPCA would be interested.

Definitely complain about the noise though, nothing worse than a continually barking dog.

you could inform the RSPCA although they probably or might not do anything. I reported to RSPCA, they did come and the dog was given to them.

see what they do or what they suggest even.
