Neighbors dog tried to bite me.

I wanted some advice as I'm not sure what to do. My oh was putting up our dd's slide and swing in our new garden. We have an open drive and a big corner garden all to ourself. Opposite our house is a row of houses and a road in between us and them. After sorting our garden out we decided to go back inside. I glanced up and realized my neighbor had just pulled up. I was just about to step through my front door and I heard something running towards me. It was the neighbors dog (medium build, quite strong) with its teeth bared, snapping, growling and barking at me. I love dogs and know not to run (I wouldn't have got far but I honestly thought I was fucked anyway). It jumped up my large front door step and tried to bite my ankle/leg so at this point I grabbed the brush to try and push it back. The neighbor was shouting at the dog to come back but it didn't and she didn't try to come and grab it. I pushed it back and went to hit the dog Sad but it then ran back to its owner. In shock I shouted "what the fuck?" - the owner shrugged and went back in her house.
When I came in I was shaking. If I hadn't of picked up the brush it would of bitten me - I know that. If it had been my daughter in the garden it would have been a different story. She wouldn't have been able to fight against that dog. I'm so cross she couldn't recall her dog or didn't say sorry after it nearly bit me! I've spoken to my LL about getting a fence built but he said NO. We can't afford to build one and I'm so scared for my daughters safety. I won't let her play outside. I don't know what to do. I'm also due to get a puppy on the 23rd April so I'm worried about her safety as well.
Any advice would be gratefully received.

Report it as a dangerous dog. Your councils website should tell you how.

If the owner had reacted in a responsible manner it would be different but you cannot risk your dd's safety.

Report, the owner sounds like an arse, I can't believe she just shrugged, some don't give a shit.

When we had a dog he was always on a lead as his recall was shocking, he shouldn't of been able to go at you.

I've just checked and dangerous dogs are the responsibility of the Police service but the dog warden can give you some advice.

Is there any chance the neighbour doesn't realise you were being bitten & threatened? most people are so paranoid about their dogs nowadays, won't let them approach anybody, that just sounds so weird to me.

It happened yesterday - do you think I've left it too late? I was in shock yesterday so I wasn't sure what to do

Report it's very worrying that the dog just came running to you and tried to bit you, it was obviously unprovoked and like you say could have easily been your daughter.

I've reported it to my local authority. I still feel a bit shaky about it. I have never had an issue with this animal in the 3 weeks we've been here.

If you don't have a secure garden where are you going to let your puppy out?

I'm not sure. The landlord agreed to building us a fence but seems to have gone back on his offer Sad
