My puppy won't "go" outside

I have a Shiht Zu pug cross pup who is 13 weeks old, we have had him since 8 weeks and he is a lovely chap ..... apart from the fact he will ONLY go to the toilet on a puppy pad inside our house. I put him out after every meal/naps etc and we walk him daily but he seems to hold on until he comes back inside - we have just been out for 2 hours and as soon as we got in he did a massive wee on the pad. I have tried taking the pads away but he just goes on the floor. This has been going on for 3 weeks now.

Any ideas on what I can do? We have tried putting a pad outside but it didn't work

I know it sounds strange but have you tried completely cleaning where the puppy pad was and where any spare pads are kept to get rid of the smell? They are scented with something to encourage puppies to use them. Our friends had the same problem with their puppy and ended up getting rid of the pads an starting toilet training again with plain newspaper

My dog is one and still goes on a puppy pad especially at night as he is scared shitless of the dark and wont go out at night.

It's not uncommon at this age. When they get outside there are so many other more interesting things that they get caught up in that and forget the mundane business of toiletting!

Just keep trying to spot the signs he is looking to go, then, if possible, wheech him outside. It may well result in you being in and out like a mad thing for a few days, and your neighbours thinking you are crazy, but if/ when he eventually does something outside go OTT with praise and treats- he will eventually learn that outside gets the best reward. Ignore any inside accidents. He will get there, but he has learnt that the puppy pads / where the puppy pads were is the right place to go, and will have to be gently retaught that outside is better. When ours was a tiny pup, we would give her a command "be quick" and she would stare back at us "like, what?" but we wouldn't go back inside until she had done her business. As soon as she started to look as though she were going to wee/poo we would repeat command and then praise her. She now pees/poos pretty much to order :o (I am pretty certain Val or Midori taught me that trick when she first came home 2 years ago :) ).

Agree that you need to scrub away any scent from where he pees and not use training pads because I think that confuses them - it's like on the one hand you are encouraging them to use them but on the other you want them to go outside and do it.
