Wasn't Billy weird about Lucy because she caught him stealing from the chippy? There was a story about the photos belonging to Peter & Lola hid them because he kept looking at them. Can't remember if that was a fake alibi though. I don't understand why Peter would have photos in a folder like that rather than an album/frames.

Not sure why Billy ended up with the photos. I think it was just to put Billy in the frame for the 'whodunnit' Lucy murder.
