Greedy or hungry? Teens eating SO much food... what to do?

Two DSs - 19 & 17. Both tall and muscular (gym goers).

They typically eat a lot, but I'm beginning to think they're now just being greedy pigs.

I had this week's food delivery this morning at about 10 am. As it's hot/summer I'd ordered extra cold meats/ bread/ ice creams/ etc expecting people to want more cold meals.

I've been out and in the last 5-6 hours they have already eaten:

Half a loaf of bread
4 bagels
one pack of ham
half a pack of cheese
2 pints of milk
6 eggs
2 Soleros
2 Ice Lollies
2 mini cheesecakes (which were meant for later)
4 bananas
6 mini yoghurt drinks (Actimels)
lettuce, cucumber, tomatoes etc

I'm particularly annoyed about all the ice-creams/cheesecakes - they're meant as a treat, not 3 a day!
It seems the more I buy, the more they eat Angry.

DS2 says "but I was hungry..." but I think he's just bored (has a project he has to finish by the end of July, so is stuck at home at the moment).

What can I do? I can't NOT feed them, but nor can I afford to keep this up!
Separate shelf/ fridge compartment? 'Rules' about daily limits of certain things?

Mine have almost got past that stage fortunately. Two boys of 6'4" took some filling as teens but now early twenties they eat a bit more normally although DS1 is constantly trying to gain weight despite eating a gazillion calories a day

OP I would suggest that there is an element of laziness. It's much easier to eat scotch eggs that to boil a pan of pasta.
Get them cooking rather than filling up on snack food. Mountains of pasta with home or ready made sauces.

I also keep loads of bread, tortilla, bagels etc.

Ds2 has just arrived home after going to the skate park, previously he was at his Df for roast dinner. He has made 2 slices of toast with peanut butter and a roast beef sandwich. I give up.

NORMAL as long as they burn off the calories at their gym. Add more fruits and vegetables to their daily intake if you can.

At one point I had four teenagers here. For most of the year now we are down to two (uni). I provide pasta, jarred sauce, and tins of beans and bread for the between meals stuff. This usually works, with liberal applications of cheese. If ds1 can’t be bothered to boil pasta, he orders himself a large Dominos. (This happens at least once a week and is polished off before the next meal, which isn’t impacted. If he’s at work he buys one of those sandwiches made from an entire full size loaf of bread - meant for family picnics rather than one man-child’s lunch). Dd2 eats weetabix if she can’t be bothered (saving her money so no pizza).
It’s a good job university exists. At least I can budget for the fees and rent. Grocery shopping for a house full of teens nearly bankrupted me.

Grated cheese sandwiches.
Peanut butter sandwiches.
Egg mayo sandwiches.
Big batch of pasta salad.
Lentil and veg soup.
I'd be buying multipacks of snickers /mars bars from pound land to fill them up, ice cream will not fill up a teenage lad.
Crumpets are also good for filling them up.

I'd forget meat and ready prepped stuff tbh. Stick with high calorie, high protein stuff.

Yeah - greedy to eat all the snacks. If they are really hungry they can make a bowl of pasta/noodles. Not fair to eat everyone's treats.
