If you want to be able to block certain sites on your network, there are three ways that spring to mind.
A) Use a Router with filtering / parental controls built in, such as Synology, or Un-fi and many others makes. As the router controls the network it can determine what traffic it permits. This could be a good route to take if you were thinking of replacing your router anyway.
B) Via your ISP. Your ISP may have parental controls that you can configure on your account, this is usually free, but has limited functionality or may not exist at all.
C) DNS server with parental filtering.
Bit more involved and usually money, and easily by passed, unless you know about locking down networks.
You're unlikely to find a solution that runs on one computer, unless you configure the computer to manage the network, which is probably a bad idea anyway.
In any case the users can always bypass your safeguards and use mobile data.
