Unusual scenario and social services

My late second cousin and his wife had twins via US surrogate. She was 72 when they were born and he recently died at 62 of colon cancer.

The twins are now 12 and their adoptive mother is now 85. They have a family friend (over 60) who is charged with looking after the children if she dies.

Would social services be aware of this situation?

@wincarwoo hope it all worked out for those girls. I posted originally and remember thinking thank goodness you had their interests at heart.

Thank you @PersilPower.

Yes in the end I found out that they do have a backup setup in case of the worse case scenario. I would say it is far from ideal but better than nothing.

We are building a good relationship with the girls and have taken them out a few times when we can. My daughters are a little younger but they all get on well. Long may it continue.
