HELP! Severed beak.

A friend sent me these pictures of her bird (a parakeet?) It looks as though the top half of the beak has been severed. She's in a country that doesn't have good veterinary care so she asked me for help.
Can the top part of the beak regrow?
She says they are tube feeding it, and of course it can't clean its feathers. Is there anything they can do to help it?
It happened 2 days ago, and she is devastated. Any advice will be much appreciated.

I suggest you make contact with a vet who specialises in birds and arrange a video call between the vet and your friend. That’s the best that can be done if there’s no local provision.

Theres quite a lot of useful information on the internet. The bird may need antibiotics and a soft food diet. Only a specialist vet can advise.

I've done some internet searches but they have been inconclusive. The vet I emailed said it's unlikely the beak will regrow...but I took that to mean there's a possibility. Hmm, I'll have to see if there is a vet willing to do a video call. It's a good idea. Thanks.

That's a green cheek conure. It won't regrow from my understanding.Poor thing, how awful. I've seen some use prosthetics but that will be highly specialised. Is it managing to eat?

She said it's 70% active and she is hand feeding it a mixture of oats, raisins, pistachio and sunflower seeds, with 3 drops of vitamin E. The vitamin E looks like a human supplement, 268mg. Is that a suitable diet, would you say? She found one vet in her region but they're not specialised in small animal medicine.
