No, don't put in on the inside of your eyelid. You can just about get away with it when you are 15 and fresh faced, any older than that and you look piggy eyed and haggish.
Put eyeliner on the lash line i.e. on the outside. Don't take it right to the inside corner of the eye as it will close the eye up, take it to about 3/4 the way, and blend. Either get one of those eye pencils that have a rubber bit on the other end, or blend with a cotton bud or your little finger.
Is always best to get a very soft eye pencil. To be honest I don't get on very well with kohl pencils (I am a liquid eyeliner lover, but you can't use that on your lower lids!), so dark eyeshadow applied with a small, tick brush looks just as good and is easy to apply.
Also, one worth trying is gel eyeliner pots (No 7 do them). They are tiny pots of eyeliner, not really a gel consistency, more like cream blusher texture, they come with a little brush and the yare very simple to put on).
Also is a good idea to try dark brown or charcoal grey as opposed to black, as it is less harsh.
