What do you do with your eyeliner?

Do you put your eyeliner on top on bottom lids? I have heard that this can make your eyes look smaller. If not, which do you do - top or bottom? I think that black on both for me is a bit too harsh so I was going to try black onthe top lids with just a faint bit of grey on the bottom.

Also, when you put it on your bottom lids, do you do it under your eyelashes, or actually onto the bottom lid iykwim?

beanieb emphasise with eyeliner! draw close to the top lashes and make the line thicker as you reach the outer corner of your eye. then smudge.
