Is this skirt a bit Laura Ashley twee or can be made to look expensive and stylish?

This is an old Hobbs skirt. With pencil skirt and smarter workwear coming back, I kind of like it but I also wonder if this will become “what was I thinking” item… https://ebay.io/m/gfSofJ

The skirt is horrible but absolutely nothing about it says Laura Ashley or twee.

It is literally the opposite of twee.
Twee is little ditsy prints/lace collar/sailor dress.

That just looks an old tacky out of date skirt

One for the charity shop, @SameBlack . Not twee, not 'laura ashley', drab colour.

If it's any help, I'd wear that skirt with black opaques, chunky boots and a contrasting top. I'd probably choose my chunky black slimfit polo neck.

I’m with you up to the jumper. I’d wear an oversized black cashmere with it.

It isn't a pencil skirt either. Look at the other photos. It flares out at the bottom

I’m not sure whether this is “in” or “out” - I think that if you like something and it looks good on you, wear it. I would go for a fairly plain, brightly coloured top such as a cashmere jumper in wine/shocking pink/emerald green and maybe ankle boots.
ETA - If you really want a pencil skirt you could get it altered. In this case I’d pair it with a military jacket.

I had that skirt, or similar, but in black with a red silk lining. I no longer have it but if I did I"d wear it with an oversized jumper, or shirt, opaque tights and ballet flats or Mary Janes.

I don't understand why you've described it as "Laura Ashley twee"

No it isn't remotely Laura Ashely to me.

I'm not sure I could see a way to styling it that I would be happy with OP.
