prom dress for big boobs - help please!

My 16 year old daughter is a classic hourglass - tiny waist and 'blessed' with 28HH boobs. No prom dresses fit. She is usually a size 8, 5' 3" and has had to try on dresses that are way too big in order to fit up top. She needs straps to cover a bra - strapless bras aren't an option.

Has anyone had luck in finding dresses that would suit her body type? She likes long satin & slinky rather than short & full.

Would satin separates work to make fitting easier? There were lots of satin skirts around recently, could you find a matching satin camisole?

If I can't find a bra that hides, sometimes I'll make a feature of it instead and wear a very bright contrast bikini top or crop top (shit support but that doesn't matter for one night). Can then match accessories to that colour.

That is a lovely dress for a prom and looks as if it is fairly straight cut over the waist (some flare out after the bust). If that's the case and its a bit big round the waist then it might be possible for a decent alterations place to take in a little at the sides to bring the waist in
