I'm quite busty so I understand the problem!

3 main choices:
.... Magnetic pin
.... Tiny safety pin
.... Sewn stitch

You can wear a cami under some dresses but they sometimes need the 'V' for aesthetic purposes.

tiny safety pin, but don't pin the dress together, but pin the bottom wrap to your bra.

The best way to gather up the slack is to use a safety pin at the waist, where the diagonal edge hits the waist -or just above, rather than pinning or stitching the neckline, which can look a bit awkward. If you secure it so the diagonal edge is snug everything stays in place without puckering or distorting the neckline

I got a few of these what I can only describe as little nappy pins with pearls or coloured beads along one side and you pin across the top. It sounds odd but it worked on a wrap over dress I had that was too big across boobs after I lost weight.
