Swimsuit and shorts, no top over swimsuit?

Would you feel comfortable wearing just a pair of shorts and a swim suit with no vest/t shirt over the top. I'm off to Málaga in a week and it looks HOT. As it's a city break with a beach we will be spending some time there but will probably have a wander, do lunch etc as well. I just think I'll be too hot with a 2nd layer but not sure if it's not the done thing. Especially with so many locals not wanting tourists these days, I'd rather not draw attention to the fact I am one 😂
They are full swimsuits, but that kind of waffle/ruffle material so not normal shiny swimsuit material and it's not low cut etc.

I think it sounds like a very hot combo. Why would you have to wear shorts under a dress?

I'm not planning on wearing shorts under a dress? Snag shorts aren't actual shorts, they're like tights that come to your knees.

I think a swimsuit is very sticky & sweaty to be walking about in the heat. Why can't you take knickers & bra in your bag and get changed into shorts & loose top in the loos? Presumably even at the beach there are some cafes with toilets you could use. (Or do a Mr Bean under your towel!)

Plus you'd have to wait until swimsuit was at least a bit dry before you left the beach or it will have wet patches on your shorts which is all a bit inconvenient.

Unless the swimsuit is damp you'll be far too hot. T shirts / shirts that are of thinner materials and preferably not tight will be far more comfortable!

Another vote for a linen shirt. It's my most worn item on holiday. I would feel too naked just being in a swimming costume so would want something over the top and I'm also paranoid about burning so I like to have back/shoulders covered.

I personally would never wear an all in one swimsuit with any clothes over the top, even just shorts because it just gets too hot and uncomfortable. It traps in the heat.

I live in a hot climate and even the fashion for high waist and tucked in tops was tricky in the summer.

I would have to change out of costume before wandering around if I were you.
