How to choose best salon laser hair removal?

I'm finally going for it after years of plucking my chin and threading has left me a sore red mess. The salon I go to offers laser/ipl (is there a difference?!) but while she is a wizard with my eyebrows I haven't been enormously impressed with how she's treated my chin hairs. Or with some of the things she's said about aftercare, suggesting she might not entirely know her stuff (expressed surprise I can't use tea tree because 'it's totally natural so you shouldn't have a reaction to it' for example)

So I'm looking around for somewhere to blast my chin, jawline and just underneath my chin (don't know if that counts as chin or neck!) What do I need to look for? Is there one type of machine that is the gold standard? Is there a difference between ipl and laser or do they mean the same thing? I know electrolysis is different but I can't afford it (I plan on getting laser done first then getting electrolysis done on any really stubborn ones or white ones at a later stage)
Are the nationwide clinics such as sk:n good are are they expensive/paying for the 'brand'?

Any advice would be really helpful, I am so SICK of my chin being either hairy or a big red rash that I want to get this right and it'll be an investment for my budget!

I'm in the south east, Bucks, would prefer not to travel into London if possible!

I’ve tried IPL sever Al times and it doesn’t work for me even on dark hair
lm so grey now I need electrolysis to catch the white ones

I've had a go with an ipl home device and it definitely made a difference (but not enough and I am not blessed with brilliant hand eye coordination) so I'm fairly confident the stronger salon machines would work pretty well. It's just a bit of a minefield in terms of what they all seem to claim and whether the different machines they use actually make a difference! I'm tempted to just buy a course off groupon but don't want buyers regret and a scaly patchy chin!
