Please help my skin find it’s lost sparkle!

Hi,
After a LOT of googling I thought I’d try the power that is Mumsnet to help rejuvenate my skin.
I am 46 and want to start a skincare regime to banish the dullness.
I know I need to drink more water so that is in progress.
I’ve previously done a course of roaccutane in my early 40s so my skin is now balanced if leaning towards dry, no spots (any more!), some very mild scarring, some slight pigmentation, some fine lines round the eyes but it’s mainly the dullness that’s my concern.
My current skincare regime is pretty non existent - I use hand soap or my sons clean and clear face wash or exfoliator but this is for teen acne so am aware it’s too harsh. I DO always moisturise so am not a total lost cause!! I use bio oil or a Nivea Q10.
But definitely need guidance!!
I’ve been browsing The Ordinary and tanning drops but not really sure where to start and don’t have the budget to make too many mistakes!!
If you could help that would be amazing!!

1004 centella serum ( I use tretinoin and found this extremely helpful with sensitivity but I think many people find it pointless if they aren’t experiencing irritation)
tiny bit of eucerin roughness relief
la roche posay sunscreen

real foods black sugar cleansing oil and foaming face wash (love these, takes off make up and sunscreen really well)
1004 centella serum
0.25% tret
eucerin roughness relief

odd night when not using tret 10% glycolic acid (I LOVE this, it’s very gentle but effective).

I’m adding cos de baha’ tranexamic acid soo for hyperpigmentation as I find vit c too irritating atm

I would say concentrate on a decent cleanser and moisturiser first. Introduce other things s.l.o.w.l.y. If you are happy to wash your face use a hot cloth cleanser (but don't use too hot water!), or a cleansing balm. then as a poster says the Pixi toner or similar, then a moisturiser. Later on you can look out serums/oils etc etc.

It's pointless spending much on a cleanser - you are literally washing it down the drain. Any active ingredient has no time to take effect, so it's money wasted.

Any moisturiser or gentle cleanser will do. Lots of dermatologists (who aren't plugging their own skincare ranges) recommend CeraVe.
