Dry/red skin help please!

My 19yr old son has always had slightly dry, sensitive skin (I used to bath him in E45!) No eczema or allergies.
He's blond, but with a more Mediterranean-type skin colour, tans well.

The sides of his face (beard area) are always rather red, and he's embarrassed by it. He rarely needs to shave, and uses a gentle electric razor for his upper lip and chin, the rest of his face has very little hair growth. He is also permanently red around his nose - looks like he's always got a cold and is having to blow his nose. Is there anything anyone can suggest to either cure this redness or disguise it?

[His health is good, works indoors in a fairly physical job, doesn't smoke or do drugs, drinks moderately, good sleep habits, good diet]

obviously not a doctor or dermatologist, but sounds like seb derm to me.

basically a fungus going into overdrive. Moisturiser can be the worst thing, as it feeds the fungus. I use a small amount of C8 (MCT) oil as a moisturizer as the fungus can't use such a short chain oil.

Course, all this works for me, but may not work for him

Around his nose it might be Perioral Dermatitis. Then again, it might just be red, dry, sensitive skin.

Try a cica moisturizer for a few days (La Roche Posay Cicaplast baume is the best) If that doesn't help, I'd ask pharmacist or GP as PD needs a specific cream that you can get on prescription.

Nadine Baggott suffers from it and has some videos on YT and Insta about products to use and avoid

He uses moisturiser, has tried several, but none makes it better or worse.

I've looked on that Reddit site, very interesting, and ordered some MCT oil to try. If that doesn't work, I'll get him to make a GP appt and get a referral to dermatology - will be months but it'll answer the question eventually.
