Dentist refusing to treat

Sorry if I'm posting in the wrong place.
After a bit of clarification.
My mother had a dental bridge made in Goa 10 years ago. 4 days ago it fell out.
Luckily, she still has an NHS dentist but he is refusing to treat her, saying the NHS have basically decided that any work done abroad is no longer accepted under the NHS for remedial work.
I suspect he's right, pretty sure I've heard that before.
Does anyone know if that's correct?
The poor woman is 83 and walking around with no top teeth and no money to pay for a new bridge

I've heard that before but from the NHS:

What can I provide a patient on the NHS who has just recently returned after having dental treatment abroad?
Dealing with a patient who has been treated abroad is no different to a seeing a patient who has previously received care under another contract in England or Wales. The advice would be:

If the patient is accepted for ‘non-urgent’ treatment under the NHS then, following an examination of that patient, any treatment (appropriate to Mandatory Services) identified as clinically necessary should be provided, subject to the patient or patient’s representative consent.

Where the original treatment was not provided by the current contract provider then ‘Further treatment within 2 months’, ‘Free repair / replacement’ and Regulation 11(replacement appliance) arrangements will not apply.
