You'd be better off with face paints - get them from joke shops, hobbycraft etc. Get a pic to copy.. Agree about the white streak in hair, but also honestly I do think the cheekbones are the key!

it's purely a private thing..i think that is why i was thinking of real make up

face - go for a very fair foundation, the lighest you can find. loose powder on top, again very fair. smoky eyes (black/grey eyeshadows, black eye liner), usually beauty magazines have tips how to do it, or you can find some online.
for hair - lots of hairspray!!!
