Skin still dry after moisturising - what else can I do?

I’m 48 & my skin feels dry & forehead lines seem to getting rapidly more prominent. My skin has always been good and clear but I just hate the dry tight feeling on face & neck despite moisturising. I use a foaming cleansing wash which I know probably isn’t helping but I like the feeling of cleaning with water & a flannel. I’ve read up on things like retinol but I worry about using this as my skin is already a bi thinner due to medication.
I don’t want to have too many steps in a regime as I won’t stick to it.
Also dark undereye area (always had this) & dark on top eye area / I have hooded eyes that seem to be getting smaller. Have bought so many concealers but they end up showing the wrinkles & creases even more!

Can anyone help please with skincare/make up suggestions? I look knackered

I’ve always had quite dry skin, but have now discovered using oils instead of creams and my skin has never looked or felt better. I used a variety of different ones from FaceTheory.

Emollient ointment and a hot flannel. You get the clean, the moisturised, the warm glow and the soft skin - and it's so cheap, you have plenty of money available for any extras you might like (plus sunscreen) in the morning.

I would look at the diet. It could be an intolerance to something

I'd agree with a balm cleanser and a higher and separate SPF. The SPF 50 for facial skin recommended by pp is excellent. It's what I use.
You don't need to spend on either cleanser, or moisturizer. Each one is there to do one job. And one goes down the plughole after 20 seconds.

Your Olay moisturizer is OK, some nice ingredients. Lots of silicones though. Probably not that rich though. A few days of good old Nivea blue pot or Astral will sort that.

A rich oil over night moisturizer (or under if it's an oil based moisturizer) might help. Something like avocado oil, argan, Body Shop Oils of Life is good, as are Neal's Yard and Clarins (but no better than cheaper oils)

A hydrating serum like Superdrug Pure, any hyaluronic serum (on damp skin) (Hada Labo also from Superdrug)

ensure you are exfoliating. Dead skin on the surface can feel like dry skin. This also blocks penetration of any serums you are using.

When my skin gets like this I double moisturise , I use a light one ( lacura banana) and a richer one (nivea day) or garnier night.

Make-up wise I use Laura Mercier tinted moisturiser and a concealer. Heavier foundation doesn't work for me any more. I apply serum and moisturiser before using it.
Blusher and or bronzer, lipstick and mascara and I'm good to go.
