Do I need to be able to raise my arms?!! Dress related

I bought a dress - fitted to waist then flared. It's a bit shorter than ideal, just hits my knees, but with opaque tights and flat shoes looks ok. However it I lift my arms up it looks way too short. I can't work out if that's an issue. I feel like I probably don't go around raising my arms much??

As long as you can't see your pants it will be fine.

Depends what you do in a day, shopping where you might be reaching up shelves or helping toddlers on monkeybars it might be a problem. Sitting normally at a desk and walking about it would be fine.

Is it a dress for an event or for day to day? Do you take bus/tram/tube etc where you might have to hold a high rail? Would you wear it shopping?

Only for work. Sitting standing mainly but lots of public speaking in a serious environment.
Pretty sure my underwear is not on show.

What's it like when you put on a coat? If you're sitting at a conference table and need to reach across to get something. Do you need to walk up stairs in work? If you make tea do you need to reach up for a mug or bed down to a fridge to get milk? They're the biggest stretch things I can think of.

Any item of clothing that restricts your movement so you need to remember not to do certain things, is not suitable for work where you need to be focused. The last thing you want to be doing while giving presentations is thinking about whether you can reach up or bend over if you drop something. Very distracting for you.
