How about some thin thermals and wear that underneath your regular work wardrobe? Uniqlo heatteach is supposed to be excellent and the tops are smart enough to be workwear I reckon.

I agree I buy heatgen for M&S and wear under sleeveless wool shift dresses and merino tights. I also have jersey blazers and collarless jackets that I am comfortable in all day. If you can find lined wool trousers let me know.

I have some knitted skirts (from the pure collection sale) that are like sitting with a blanket on my lap but maybe not smart enough for business wear although I can dress them up.

I think HotSquash has warm fabrics but I have never bought from them.

Also can you buy a heater?

oh my office is like a fridge! is merino wool itchy? I can't bear wool normally but I need to find something warmer than a cotton long-sleeve t shirt under my blouse Sad

Mountain Warehouse has some merino base layers on offer at the moment. Just managed to get some with 10% off for first order and they seem to be doing a free delivery offer that ends today.

Personally, I can't wear merino (or mohair). Its not as bad as wool, but its not a feeling I like.
Uniqlo or M&S thermals with a blouse/top over and then a jacket or jersey blazer, trousers with thermal leggings under or skirt and thick tights, long boots if you can get away with them. Wear a smart scarf.
A blanket over your lap if you are behind a desk would help
