I think it would look fine with black tights and boots! Maybe with a plain black top or something. Definitely think it will look good :)

Definitely. I've one of a similar style, different colours, that I wear exactly as pp suggested, with thin black jumper tucked in or sometimes a more relaxed sweater.

I quite like the skirt but don't think it would be a natural choice with tights and boots. It could be made to (just about) work, but I don't think its really suitable for winter. Sale or not though, it's only worth the money if you can wear it a reasonable amount.
