I have just bought a velvet midi which - as I am such a shortarse - is longer than I would like it to be. It’s made of a synthetic velvet and isn’t hemmed. Can I just chop a couple of inches off the bottom? Are there any tricks to deal with this kind of thing?

I would probably take it to a tailor because cut velvet tends to fray and she'd. However, if you have a steady hand and a sharp pair of scissors, you could have a go yourself...

If you are going to tackle it yourself then do it incrementally. If you want to take an inch off then start out with half that.
I would hang it and measure, so the fabric doesn't distort in the wrong direction, possibly marking the inside with dressmakers chalk

Mm. I’n inclined to give a small go and call for help if need be. Thanks 🤓

Velvet frays like crazy - you could very easily end up with a mini skirt. I imagine that the frayed hem is actually the fabric selvedge. Obviously, I've not seen the skirt but I'd suggest taking it up at the top to avoid it shedding away to nothing. HTH

If the synthetic velvet is not hemmed and that is how the skirt is supposed to look, I would go with Asteria36's advice but with pinking shears.
