Hard water hair woes

I think I have finally identified the cause of my terrible hair - very hard water. I fit the symptoms - flat greasy roots, dry frizzy mid lengths and ends, highlights go super brassy, itchy scalp... I checked our water board and indeed we are in a very hard water area. Previous to this I have tried expensive shampoos (and conditioners), cheap ones, sulfate free, silicone free, not washing every day (intolerable- it's rank in less than 24 hours and dry shampoo makes it worse) etc etc. So - now I think hard water is the culprit, can anyone recommend any products to help with this? I can't afford a filter on the mains, I don't think a filter on the shower can properly filter the water, so I'm just looking for a good shampoo and conditioner that will stop mineral build up and is colour safe. And the moon on a stick. Anyone?

Apple cider vinegar rinse at the end has been my best remedy for this. It's colour safe.

oh that's interesting... doesn't it make your hair smell bad? do you just pour it on after conditioner? (if before then I'm just putting all the minerals back on my hair when rinsing conditioner out?) Btw, my hair is long, super fine and straight. And not masses of it.

any vinegar in the final rinse will do. It's the acidity that removes the alkaline limescale. Or lemon juice (but that can lighten hair)

The vinegar smell goes once the hair is dry.

rinse hair as normal after conditioner, then for final rinse pour a jug of water with a good slug of vinegar in it over hair. Don't rinse it out.
