That cleansing oil is lovely, but I would go balm first, then the oil, or the oil on it's own. The balm is heavier for removing make up if you are wearing it, or just general grime 
Your routine sounds pretty good. Hydraluron is used at the serum stage, but I tend to use a different serum, then Hydraluron, then a moisturiser, but you really don't have to unless you are trying to address any particular skin issues with a serum. Hydraluron hydrates (fancy that!), and just about everyone is dehydrated so it is a safe bet.
Toner wise, the Nip+Fab pads you have are best used the way you are using them, as they are strong, but you could use the milder ones they do for every day (glycolic or the dragons blood ones if you suffer from blocked pores/spots/blackheads at all), if you feel the need, but what you are already using may be sufficient, especially with the added exfoliation from cleansing with the flannel.
If you want to go for a hydrating toner spritz type thing ala Caroline Hirons, The Body Shop have Vitamin C and Vitamin E ones in spray bottles. Both are nice and not expensive. They also have an aloe one which you can decant into a spray bottle. If you want something a bit fancier Clinique Moisture Surge Face Spray is lovely. I'd say this step is a nice extra if you are easily dehydrated (I am), but not essential by any means.
The only other thing you might like to add heading into winter is an oil, which should ideally go on over moisturiser due to the size of the molecules (water based moisturiser will not penetrate if the oil goes on first). As such, I save my oil for night time, although if you wanted to use a drop in the day you can, under moisturiser, which looks and feels better for day time and the moisturiser is just sealing everything in. If you put it over a silicone heavy moisturiser, you will get "balling up" type stuff. Not sure if the Eve Lom cream is silicone heavy.
