shampoo and conditioner for itchy scalp?

I have short, grey hair which I don't colour as I don't want to aggravate my scaslp any more. I have a permanently itchy scaslp, but its not due to dandruff or dryness - if anything my scaslp is a little oily, although my hair us quite dry.

I have tried loads of different brands - organic, non SLS, natural, premium, I still itch

Neutrogena coal tar type products roughen my hair. I was using the new Elvive Fibrology, but that seemed to make it worse - my scalp actually seemed a little scabby. Annoying, as that two huge bottles I don't want to use.

Does anyone have any recommendations? I'm on a tight budget unfortunately!

I get bouts of very itchy scalp which also affects forehead & behind ears. I use selsun twice and it's gone, so I then use my normal shampoo. When it flares up again I use selsun again. It is amazing. Used to use nizorel but it doesn't last as long
