Hair grows for three months then rests for three months, and then it may fall out.
If your hair grows quickly and is thick on your head you're going to be able to grow it long presuming you have all the nutrition available for the follicle, and enough growth hormone, and depending if your testosterone isn't hydrotestosterone (this will cause male pattern balding)
If your hair never gets longer than shoulder length before it goes all wispy you'll never be able to grow it long, sorry, as it's not growing enough in its three month growing cycle, and the hair is too fine and weak, and keeps breaking.
Regular trims may help this wispy hair to LOOK longer, as it's not all straggly, but it's an optical illusion, as the hair isn't actually longer, the edge is just more defined and looks stronger than a wispy one.
If you really want to grow your hair long, don't get it cut and treat it nicely when it's wet, so it doesn't break. Take multi minerals and vitamins, up your protein intake, take testosterone in HRT if you're menopausal.
But the most important thing is not to get it cut if you want to grow it!
