Hair colouring advice needed please

I usually have top highlights on my hair but would like to wear my hair up however you can then see the dark hair underneath. My hairdresser suggested a full head of highlights so that i can wear my hair up is this the best option if i want to keep my hair coloured or would a semi permanent colour be better?

well a full head costs a bomb (£80 min) but what I do is I have one done every other time (the other time I do half a head). With colour, I believe (I am no expert) that roots how more and the result is generally less natural looking, although probably cheaper.
