What colour tights/boots with this tunic/dress?

This from M & S. I'm not sure black tights/boots (as in the picture) look right. Any thoughts on these boots to go with it?

Is it blue?

If so brown tights and boots would be nice.

Yes, it's navy blue. I was thinking brown boots - but perhaps slouchy tan coloured boots, rather than the ones in Clark's.

Brown tights and brown boots would look good. However, I do really like navy and black together too.
