Muffin top calves and elastic inserts

I have something of a case of muffin top calves. I have found some boots I like (pull on ones) but they are about 1" less than really ideal round the top. They slide down in a slouchy way which is okay looking from a distance, but close up you can see my calves bulging over the top.

We have a good cobbler in the next village along so I could ask him if he can do anything to rectify it. I am wondering whether he could put an elastic insert in, as you sometimes see in boots off the shelf. These boots have a buckle at the top (currently just for show) so they would theoretically be adjustable in that case.

What do you think? Has anyone had this done?

Actually on enquiry, it turns out that inserts would cost £20-30 and professional stretching £6-7, though I am wondering whether they will just stretch of their own accord...

Try wearing round the house with some thick long socks to see if that stretches them at all.
