In short, personal vapourisers or e-cigs are a battery operated device which allows the user to "vape" the vapour produced by heating up a mixture containing nicotine. This means they can indulge the nicotine addiction while still having the "hand to mouth" habit of analogue cigarettes, while not taking in the majority of the harmful substances in normal fags - as these are produced by the burning of the tobacco leaf.

Regarding what to get, everyone has their own preferences and budgets. Have a look at THIS thread for some suggestions, and just generally read some of the other threads in this area.
