Swim England Stage 3 questions

My DS has just moved from a private pool to a council one that operates in line with Swim England scheme.
They placed him in Stage 3 which is what I expected, however upon reading the criteria again I think he can do most of the outcomes already.
He had an assessment with a swim teacher. He confidently swam 25m on his front without bands/noodle as well as 10m on his back (mainly just kicking but with the odd inconsistent arm movement) and 10m breaststroke (very inconsistent technique).
How good is their technique expected to be upon completing stage 3? I’ve read that that children usually complete 2 stages per year but I can’t see that he will need that long to move up. I just don’t want him to get bored during lessons - he is 4 but absolutely loves swimming and I’m worried that these lessons may be too slow paced for him, he’s very motivated by badges/certificates which the old pool gave out really frequently but if it’s 6 months between getting anything he might become less bothered!

I used to find my son got bored and I’d have to give the teachers a prod to assess him to move up a class, as they’d happily wait til they felt like it otherwise.
